Announcement about the Act 7592 Amnesty Law

Those who wish to benefit from Provisional Article 85 added to the Higher Education Law No. 2547 by Article 14 of Law No. 7592, which entered into force upon its publication in the Official Gazette No. 33335 dated 9 August 2026, are required to submit an online application within four months from the date on which this article entered into force (by 9 December 2026).

SCOPE

Those who were entitled to enroll in programs at METU as of 9 August 2026 or earlier but did not complete their registration.

APPLICATION PERIODS

Application Dates for the 2026–2027 Fall Semester: 31 August 2026 – 11 September 2026, until 5:00 p.m.

Application Dates for the 2026–2027 Spring Semester: 14 September 2026 – 9 December 2026, until 5:00 p.m.

Those who are unable to apply within the application period due to force majeure may benefit from the rights specified in the relevant article if they apply within one month from the date on which the force majeure ceases. Those who are unable to apply due to health reasons may benefit from these rights provided that they submit a medical board report documenting their condition by the end of business hours on 9 December 2026.

DOCUMENTS REQUIRED FOR APPLICATION

  • An image of the front and back sides of the T.C. Identity Card / an image of the first page of the passport for international students
  • A criminal record certificate obtained through the e-Government Gateway (The registration of international students who are unable to obtain a criminal record certificate will be completed conditionally.)
  • A Certificate of English Language Proficiency
  • A Military Service Certificate

International students whose registration is completed conditionally are required to submit the criminal record certificate obtained through the e-Government Gateway to the Registrar’s Office by the date specified in the academic calendar as the “last day of classes for undergraduate and graduate programs (excluding thesis-related courses and courses in the field of specialization)” for the semester in which they register.

Applicants who were placed at METU by ÖSYM but did not complete their registration are required to apply in person to the Registrar’s Office by submitting their ÖSYS Placement Results Document, a copy of their T.C. Identity Card, a criminal record certificate obtained through the e-Government Gateway, and a petition stating their request to apply under the relevant law. Applications by mail will not be accepted.

Applicants who were accepted to graduate programs but did not complete their registration are required to apply in person to the Registrar’s Office by submitting an official document issued by the relevant Graduate School confirming their admission, a copy of their T.C. Identity Card / a copy of the first page of their passport for international students, a criminal record certificate obtained through the e-Government Gateway (The registration of foreign nationals who are unable to obtain a criminal record certificate will be completed conditionally.), and a petition stating their request to apply under the Law. Applications by mail will not be accepted.

ENGLISH LANGUAGE PROFICIENCY

Those who will register for the 2026–2027 Fall Semester may apply for the English Proficiency Exam to be administered by the METU School of Foreign Languages on 8–9 September 2026 by visiting https://epe.metu.edu.tr/.

Candidates who took and passed the English Proficiency Exam on September 8–9, 2026, must submit their exam result documents in person to the Department of Student Affairs in order to register for the Fall semester.

Among those who submit their amnesty applications by 11 September 2026 but are unable to provide proof of English language proficiency by the end of the Fall Semester add/drop period, as well as those who submit their amnesty applications between 14 September and 9 December 2026 and provide proof of English language proficiency by the end of the Spring Semester add/drop period, registration will be completed for the Spring Semester.

Those who will register for the Spring Semester may apply for the English Proficiency Examination to be administered by the METU School of Foreign Languages on 13–14 January 2027 by visitng https://epe.metu.edu.tr/.

The English language proficiency requirement does not apply to students of Vocational Schools.
